Development Effectiveness: The New Challenges

The Swiss Foundation for World Affairs convened its conference on "Development Effectiveness: The New Challenges" in response to the World Bank study The Role and Effectiveness of Development Assistance, President Bush's proposals presented at the U.N. conference in Monterrey, the Johannesburg Summit on Sustainable Development, the NEPAD intitiative, and William Easterly's book, The Elusive Quest for Growth. Participants assessed methodologies used to judge development effectiveness, discussed best practices and the responsibilities of government, and addressed both practical and ethical issues in the context of low-income countries under stress.

James D. Wolfensohn, President The World Bank Group, gave the keynote address. Jorge F. Quiroga, Former President of Bolivia, provided the opening address. Speakers included Jessica Einhorn, Dean of Johns Hopkins Paul H. Nitze School of Advanced International Studies (SAIS); William Easterly, author of The Elusive Quest for Growth; John Williamson, Senior Fellow, Institute for International Economics; Walter Fust, Director, Swiss Agency for Development and Cooperation; Patrick M. Cronin, Assistant Administrator, U.S. Agency for International Development; Ngozi Okonjo-Iweala, Director, Operations and Country Support Services, Middle East and North Africa Region, The World Bank; Pietro Veglio, Executive Director for Azerbaijan, Kyrgyz Republic, Poland, Switzerland, Tajikistan, Turkmenistan, Uzbekistan, FR Yugoslavia, The World Bank; William Douglas, Director, International Development Department, SAIS; and Ernst A. Brugger, University of Zurich. Nancy Birdsall, President, Center for Global Development, provided concluding remarks.
